The 21st Century ROAD to Housing Act became law on July 11, 2026. The headlines called it the most significant housing legislation in over three decades, and that framing is fair.
It does four things. It makes it easier to build more homes. It gives individual buyers a fairer shot against large corporate buyers. It widens the on-ramps to ownership. And it modernizes older federal programs, including help for veterans.
